CALL FOR MASTERS FELLOWSHIP APPLICATIONS
Supporting Young Talented Female Scientists to Become Future Leaders
CLOSING DATE: June 4 2018

The World Bank is partnering with eight Governments in Eastern and Southern Africa in an innovative project with the aim of improving the quality of training and research in higher education, and reducing the skill gaps in key development priority areas. The Eastern and Southern Africa Higher Education Centers of Excellence (ACE II) Project supports the governments of Ethiopia, Kenya, Malawi, Mozambique, Rwanda, Tanzania, Uganda, and Zambia in strengthening selected African Centers of Excellence (ACEs) to deliver quality post-graduate education and build collaborative research capacity
in the following priority areas: (i) Industry, (ii) Agriculture, (iii) Health, (iv) Education, and (v) Applied Statistics. The ACE II Project implements three components, namely (i) strengthening the 24 higher
education institutions into regional ACEs in Eastern and Southern Africa in a set of defined regional priority areas (US$ 140 million); (ii) providing capacity building support to these ACEs through regional activities (US$3 million); and (iii) supporting coordination and management of the implementation of components (i) and (ii) (US$5 million).
As Regional Facilitation Unit (RFU) for the ACE II Project, the Inter-University Council for East Africa (IUCEA) leads the implementation of key elements of Component 2 of the project, aimed at building strong and sustainable regional partnerships and collaborations to produce competent Masters and PhD holders for the regional market and improve quality of teaching in higher education and quality of production and services in public and private sectors. To encourage the participation of young African
female students at postgraduate level, IUCEA wishes to implement a Fellowships Program aimed at providing competitive Masters Scholarships to academically deserving future talents to promote regional female student mobility. Eligible female applicants who can demonstrate interest and ability in the priority areas are encouraged to apply for the 30 Fellowships available for the 2018/2019 academic year.

CALL FOR OPEN AND COMPETITIVE RESEARCH PROPOSALS
MAIN THEME: POVERTY ALLEVIATION THROUGH THE USE OF SCIENCE,
TECHNOLOGY AND INNOVATION

1. INTRODUCTION & MOTIVATION
The Tanzania Commission for Science & Technology (COSTECH) with the support of Sida of Sweden wishes to announce and call for submission of research proposals to be considered for funding for two years starting September, 2018. The Commission is cognizant of the pivotal role of research in socio-economic development and human wellbeing hence supported research should therefore be geared towards addressing National development agenda leading to improve people’s livelihoods.

COSTECH therefore through Sida funding has committed to harnessing the benefits of
research and innovation using people-cantered, enabling environment, development agenda approach towards ensuring attainment of the Tanzania Development Vision 2025.

2. REQUIREMENTS
A. The Proposal should be written in English following the format provided in our online
submission template which can be accessed at COSTECH Research Website (CR
Web system) available at http://www.costech.or.tz
B. All applications should have a clear focus on poverty alleviation development and
initiatives as reflected in the Second Five Year Development Plan
C. The Applicant(s) should be Tanzanian researchers from either Tanzania mainland or
Zanzibar engaged in local public and private higher learning, R&D institutions and/or
industry.
D. The Principal Investigator (PI) should hold a doctorate degree. He/she should
demonstrate competence in the applied area of research with at least one publication
as the principal author appearing in an indexed journal.

3. SUBMISSION PROCEDURES
A. The Principal Investigator (PI) shall submit their proposals to COSTECH no later than
Thursday, 14th June, 2018 at 23:59 hrs (EAT)
B. Only online submissions will be accepted through an application form using COSTECH
Research Website (CR Web system) available at http://www.costech.or.tz.
C. All sections should be dully filled otherwise it will not be considered for evaluation.
D. Applicants are required to adhere to the formatting instructions on CR web system.
E. The text in the form should be typed using Times New Roman font size 12 and 1.5-spaced, excluding appendices if any.
F. Endorsed letter by the head of host institution, a letter from collaborating institution if any and Curriculum Vitae (CVs – max 2 pages) of team members should be compiled and sent asseparate documents (attachments)

4. EVALUATION CRITERIA
Applications received before the deadline Thursday, 14th June, 2018 at 23:59 hrs (EAT)
and considered by COSTECH to be compliant with the requirements set out in this Call
will be evaluated in accordance with the following criteria:
Scientific and technical merit of the PI and the research team;
Novelty and originality
Scientific quality of the Proposal
Relevance to the call
Possibility of making impact to the Tanzanian Society
Multidisciplinary and gender aspect inclusion
Capacity building/ mentoring/ coaching
Feasibility of the entire project

5. BUDGET
Project budgets should include projected expenses per budget category such as laboratory work/facilities, subsistence allowance/salary, accommodation, transport, consumables, publication, equipment amounting and capacity building.
The maximum funding will not exceed TZs 70,000,000 (seventy million Tanzanian
shillings) for a duration of two years. Expenses for traveling and per-diems should not
exceed 20% of the whole budget.
The research funds will be disbursed in installments following comprehensive reporting of research implementation progress. The budgets summary should be itemized and well
justified for each year of implementation. The PI through his/her head of the affiliated
Institution will be responsible for both the technical and financial reporting of the projects during implementation.
A total of not more than 30 research projects will be awarded under this Call.
